Mansour will be serving a second time after receiving 62 votes, opposed to the 55 votes his opponent Mohammed Zyoud. Out of the 120 member council 117 members participated in the vote.
 
The Muslim Brotherhood offshoot has faced internal differences of opinion but was adamant that nothing would deter the unity of the Party. They decided to end the situation and conduct elections before the impeding parliamentary elections expected to take place in November. During the 2007 the IAF won 6 seats alleging that there were irregularities during the election as 17 seats were acquired in the previous elections.
 
A new law that has since been passed has stipulated that any candidate engaged in purchasing votes or bribing voters will be punished. A decree has been passed by the government which will allow the unprecedented monitoring of the elections by foreign organizations.
