The HR committee in parliament asserted that Egyptian authorities engaged in targeting political opposition groups and carrying out random arrests and torture noting that an election is due in three weeks' time.

The Muslim Brotherhood is the main  group targeted and to date has had 361 of its activists hauled in by security officials indicating that the assurances made earlier by the country’s Prime Minister Ahmed Nazif, that the renewed emergency law was solely imposed  for drug trafficking and terrorism were nothing more than lies.

The parliamentarians maintained that religious and press freedoms were being breached, and criticized the way authorities treated its innocent citizens. The findings were the outcome of a four-day visit to Egypt, during which the German lawmakers met up with Egypt's National Council for Human Rights, Non-governmental organizations and religious groups.

The German delegation was initially scheduled to convene with officials from the Egyptian Ministry for Religious Affairs, but ascertained the meeting was cancelled.  According to the delegation they were not able to meet with other Egyptian government bodies.
