The last few days have witnessed several protests due to the state delay in providing these services to the families of martyrs and victims of the revolution. This situation has led many of the coalitions and parties to call for a demonstration in Tahrir Square and to call it "The Friday of the Rights of Martyrs". The statement no. 66 by SCAF on its Facebook page carried the main features of the decree issued by the Supreme Council of the Armed Forces. The full text of the decree reads as follows: Out of the interest of the Armed Forces in communicating with the Egyptian people and to achieve better health and social care for the victims and the injured people of January 25 revolution and their families, the Supreme Council of the Armed Forces issued a decree to this effect whose statement is as follows: President of the Council of the Armed Forces:
The resources of the Fund consists of the amounts allocated by the State each year to support the Fund and the investment returns of the Fund, and the Fund resources will include grants and donations – cash and in kind – received by the Board of Directors of the Fund, either from home or abroad. The Board of Directors of the Fund has the right to exchange on the accounts No. 5 / 85185 / 9 - 28/1/2011 at Central Bank of Egypt that are specified to receive donations to support the families of martyrs and the treatment of injured of the January 25 Revolution. The Fund management is through the Board of Directors chaired by the Chairman of the Board and the membership is to be made of ten members as follows: - Representatives from the Ministry of Health and Population, Ministry of Solidarity, Ministry of Social Justice, Ministry of Finance, Ministry of Manpower and Immigration and the Ministry of Interior – those representatives are selected by the Ministers concerned.
The Board of Directors of the Fund puts the Charter that lays the rules of procedure of the Fund's works. The Charter specifies the procedures and rules of the Fund and the necessary organizational structure for the managerial, financial and administrative systems. Regulations concerning the Fund are to be issued within two weeks from the date of issuance of this decree through a decree to be issued by the Prime Minister. The Board Directors of the Fund is to begin its works immediately upon the issuance of this decree form the Supreme Armed Forces Council. The Fund Board meets at least once a month; the meetings of the Board are valid in case of the presence of the majority of members - provided that they include the Board Chairman. The decisions are made by the majority of those present. When a tie is reached, the side to which the Chairman voted will prevail. The Chairman of the Board is the one who represents the Fund in its relations with others and before the judiciary. The Chairman of the Board and those who are authorized as representatives to the members of the Fund have the authority to sign on behalf of the Fund. |
