The last few days have witnessed several protests due to the state delay in providing these services to the families of martyrs and victims of the revolution. This situation has led many of the coalitions and parties to call for a demonstration in Tahrir Square and to call it "The Friday of the Rights of Martyrs". The statement no. 66 by SCAF on its Facebook  page carried the main features of the decree issued by the Supreme Council of the Armed Forces.

The full text of the decree reads as follows:

Out of the interest of the Armed Forces in communicating with the Egyptian people and to achieve better health and social care for the victims and the injured people of January 25 revolution and their families, the Supreme Council of the Armed Forces issued a decree to this effect whose statement is as follows:

President of the Council of the Armed Forces:

After perusal of the Constitutional Declaration issued on February 13, 2011, the Constitutional Declaration issued on March 30, 2011, Law No. 53 of 1973 on the budget, Law No. 79 of 1975 promulgating the Law on Social Insurance and Law No. 84 of 2002 promulgating the Law on Associations and Institutions, the Council decided to establish a "Fund for Health and Social Care for the Victims of January 25 Revolution and their Families." This Fund shall be a legal entity that follows the Prime Minister, and its headquarters is the city of Cairo.
 
The Fund is mandated to carry out an inventory surveying the victims of revolution, preparing a database for them and providing the appropriate treatment for the victims of the revolution, according to the needs of each them – to be determined by the medical reports from the approved medical institutions – with the provision of medical rehabilitation necessary for those people and paying back the medical expenses that were borne by the families of the martyrs and the wounded until the date of publication of this resolution, and to provide assistance to the people of the families of martyrs and the injured after their recovery to get a suitable job according to their qualifications, and supporting the patients, whose injuries made them disabled totally or partially in the way that prevented them from working – also according to medical reports from the competent authorities – together with helping them to obtain adequate housing in case of not having an appropriate house, and the payment of the due compensation to them. The Fund will create small projects and micro-enterprises for the families of martyrs and the injured people in cooperation with the competent authorities.

The resources of the Fund consists of the amounts allocated by the State each year to support the Fund and the investment returns of the Fund, and the Fund resources will include grants and donations – cash and in kind – received by the Board of Directors of the Fund, either from home or abroad. The Board of Directors of the Fund has the right to exchange on the accounts No. 5 / 85185 / 9 - 28/1/2011 at Central Bank of Egypt that are specified to receive donations to support the families of martyrs and the treatment of injured of the January 25 Revolution.

The Fund is a "special budget fund", and the Fund's financial year starts at the beginning of the fiscal year of the State and ends with it. The account surplus is transferred from one fiscal year to another. The Chairman of the Fund's Board of Directors will be appointed and his mandate is determined through a decree by the Prime Minister for two years.

The Fund management is through the Board of Directors chaired by the Chairman of the Board and the membership is to be made of ten members as follows:

- Representatives from the Ministry of Health and Population, Ministry of Solidarity, Ministry of Social Justice, Ministry of Finance, Ministry of Manpower and Immigration and the Ministry of Interior – those representatives are selected by the Ministers concerned.

- Three members from the public figures, the Prime Minister chooses them.
- Two members of civil society institutions concerned with the victims of the revolution, selected by the Board of Directors.

The Board of Directors of the Fund puts the Charter that lays the rules of procedure of the Fund's works. The Charter specifies the procedures and rules of the Fund and the necessary organizational structure for the managerial, financial and administrative systems. Regulations concerning the Fund are to be issued within two weeks from the date of issuance of this decree through a decree to be issued by the Prime Minister. The Board Directors of the Fund is to begin its works immediately upon the issuance of this decree form the Supreme Armed Forces Council.
 
The Board of Directors of the Fund is the predominant power on its affairs and is assigned to conduct all its businesses. This Board is to take the decisions necessary to achieve the purposes for which the Fund was established.

The Fund Board meets at least once a month; the meetings of the Board are valid in case of the presence of the majority of members - provided that they include the Board Chairman. The decisions are made by the majority of those present. When a tie is reached, the side to which the Chairman voted will prevail. The Chairman of the Board is the one who represents the Fund in its relations with others and before the judiciary. The Chairman of the Board and those who are authorized as representatives to the members of the Fund have the authority to sign on behalf of the Fund.
