The Palestinian Prime Minister Isma`il Haniyya announced that `Umar `Abd Al-Raziq, the Minister of Finance, informed him that he received a treasury of no budget, rather it is over burdened by a high debt and a financial deficit. However, during the first meeting of the government in the headquarters of the Palestinian presidency in Gaza, Haniyya asserted that the government would exert all efforts to pay the salaries of the employees in spite of the state of insolvency, which the Palestinian Authority suffers from.

The head of the Political Office of Hamas, Khalid Mash`al, clarified that the debts of the Palestinian Authority reached about 700 million dollars. He indicated that the salaries of the government employees reach 115 million dollars monthly, and the stoppage of the international aids increased the current burdens. In an attempt to overcome the crisis, the Prime Minister asserted that he called for, `Amr Musa, the Secretary General of the Arab League, and some Arab countries to reconsider the offered amount for helping the Palestinian Authority. 

In addition, Haniyya declared his intention to visit some Arab and Islamic countries to discuss the issue of aids. From the time when Hamas assumed power, the European Union assert that it will not give up its conditions to extend aids to the Palestinian government, especially recognizing Israel and putting aside its weapons.
The Independent published a report, which asserted that the deteriorative economic situation in Gaza Strip goes back basically to the practices of the previous Palestinian government that increased the number of the employees in the Palestinian police by 25%. Consequently, the salaries of the Palestinian police increased and, thus, caused more burdens on the new Palestinian government. In addition, the Palestinian budget deficit is due to the policies of the previous government.

Also, the report indicated the new element in the Zionist economic war against the Palestinian, which is represented in Hapoalim Bank. This Zionist Bank broke the financial relations with the Palestinian Banks that offer aids to the Palestinian businessmen in the West Bank and Gaza Strip. This means that a great element in connecting the Palestinians with the international economic movement broke down.
In the same context, a report published in The Times mentioned that the Zionists started to control the sea in order to besiege the Palestinian, after they controlled the land. The newspaper asserted that the Zionist armored cruisers prevent the Palestinians from using the sea to gain their livelihood; this means that the Zionists are still occupying Gaza Strip. Also, the report indicated that the spread of the bird flu will harm 200,000 Palestinians working in the poultry industry.

 Actually, the economic siege of the western countries to the Palestinian people is inconsistent with the claims of these governments of keeping the human rights and freedoms. What is happening now in Palestine is not a punishment to Hamas Movement only, but also it is a punishment to the peoples that believed that the western countries aim at spreading democracy in the Arab world.
The western governments should correct the matter, change its aggressive stance towards the government of Hamas in order not to lose its credibility before the Arab and Islamic peoples, and perform their human duty towards the Palestinian people.
