Mohamed Abdel-Alim, the spokesman of the Islamic Constitutional Movement (ICM) said that that the initiative recently offered by the movement is a translation of the current reformist orientations in the Kuwaiti society and that they were voiced in several events, during and before the elections.
"The ICM doesn’t want to impose its views on anyone; presenting this initiative at this time aims at stirring a debate and dialogue around reformist issues," Alim said, pointing out that this initiative targets the Kuwaiti political arena and all political powers and MPs.
Alim confirms that ICM’s initiative " isn’t the only initiative in the political arena; many issues that it tackles gain a consensus among political and national powers and movements".
Regarding coordination with MPs of other movements over the initiative, Alim said that the initiative was sent to all Members of Parliament; it suggests forming a reformist bloc authorized with contacting the government and discussing all issues with it. Around the issues covered by the initiative especially that some of its items may be rejected by others, like completing applying the Islamic Sharia, he said:" We are a conservative country and MPs adopt good suggestions; hopefully there will be a consensus on Islamizing laws .
Alim confirmed that the initiative is not a substitute for the national dialogue " which we support and maintain as it is an umbrella of reform".
It is well known that there were voices of reform all over the country before holding the last elections and before dissolving the National Assembly; the results capped this trend and consolidated these voices;" Alim said; "we thought of creating a parliamentary mechanism for translating this trend so that this mechanism is supported by all political powers; this initiative was presented within this context, and working for reform is not restricted to parliament alone but it reaches out to the arenas outside it. This initiative is directed to the Kuwaiti society with all its political powers and members of parliament.
Alim adds that: This initiative reflects a spirit in the society; it is a specific mechanism for translating reform ideas and orientations; what it contains is a rearrangement and of the issues lodged by our fellow MPs and other political powers in the Kuwaiti society .
It is worth mentioning that ICM’s initiative includes several steps for a constitutional and political reform in Kuwait, the most prominent of which are:
1- A complete adherence to constitution and its explanatory memo with a seriousness and honesty of implementation. 2- Filling the constitutional vacuum and setting a date for free and fair elections for the 7th legislative elections. 3- A complete and permanent respect to the rule of law and equality among citizens. 4- Imposing supervision and accountability and applying the principle of reward and punishment. 5- Respecting guarantees of rights and constitutional freedoms for all citizens, specially freedoms of expression, press and political activity .
As for steps for reforming the executive instrument:
1- A permanent care for characteristics of ability, honesty, efficiency, good manners in the Cabinet-Lineup. 2- Openness to all popular powers in the political and social spectrums, given that they are one family, while picking up for the ministry, the ones most capable of carrying out its tasks and the ones who believe that it is a deposit, an assignment no an honour, and a service and sacrifice, not a rule and exploitation, so that its popularity and principle of circulation materialize, in order to guarantee a present in which all doubts are cleared.
Regarding the independence of the judiciary:
1- A complete independence of the judiciary- even in its administrative and financial affairs -and confirming the immunity of its members and institutions and canceling the latest law of organizing the judiciary for its conflict with the necessary independence. 2- Taking caring while choosing its members and elements and preparing and qualifying them in specialized institutes for this task. 3- Developing its systems and consolidating its abilities. 4- Facilitating litigation through simplifying and carrying out the measures quickly, accurately and honestly.
